What do you believe "hovered" over Phoenix, AZ on March 13, 1997?

This is not an easy question to answer…a great many witnesses, very credible witnesses we must add, state that they saw a UFO in the sky over Phoenix on March 13th, 1997. Judging from the photos we’ve seen we can’t say they are wrong. Clearly there are lights over Phoenix on that night, which many people took photographs or video taped. By their nature, since we do not know what the lights are they must be classified as a UFO. We would, of course, discount the response of the U.S. Air Force that the lights were flares since they performed like no known flares ever used or created by the Air Force. Because we believe the U.S. Air Force has continuously misrepresented to the American public the truth about UFOs we must routinely disregard anything the U.S. Air Force states regarding these sightings. Our only conclusion can be that the lights over Phoenix were definitely a UFO, because we can’t identify what they were. Each individual must make up their own mind based on the evidence, the testimony of the witnesses, the photographs and videos.
